Orange County Housing and Community Development Division
The mission of the Orange County Housing and Community Development Division (HCD) is to create and maintain a viable urban community by providing affordable housing opportunities, neighborhood improvements, human services and expanded economic opportunities principally for low and moderate-income residents of Orange County.
Under the leadership of Mitchell Glasser and a team of 55 employees, the Division operates a wide variety of housing and community development programs with a budget of about $100 million annually in federal, state and local funds. The Division also administers over 1,600 rental assistance vouchers for low-income families. Since 2019, over 2,000 affordable housing units have been built, or are under construction in Orange County, through the leveraging of public funds with nonprofits and private partnerships.
One major accomplishment of Mayor Jerry Demings’ was the establishment of an Affordable Housing Trust Fund in March 2020, which is a dedicated local revenue fund for affordable housing. The HCD team administers the Trust Fund with a total allocation to date of $46.4 million and a commitment of at least $160 million over ten years to develop and preserve affordable housing units. The HCD team was also instrumental in deploying an emergency Eviction Diversion Program under the Federal American Rescue Plan Act and the State Housing Initiative Partnership Program to address the need of individuals and families at risk of eviction.
Despite the challenges of the housing market and increased construction costs, this team is committed to leverage all available resources to ensure that Orange County residents can have access to safe, sustainable affordable homes and social services.
